Monitoring of human rights violations for 4 May 2021:

✔ #Almaty:
⚡ #YUSUPOV Niyazbek – On 4 May 2021 human rights defenders could not find where Niyazbek was detained. His whereabouts were concealed by officers of the special detention facility for administrative detainees of the Ministry of Internal Affairs of Almaty.

  • Only after the publication of information about Niyazbek Yusupov’s disappearance, staff of the special detention facility at Lobachevsky Street, 10 in Almaty reported that Niyazbek is in their custody.
  • Niyazbek YUSUPOV was arbitrarily detained on 30 April 2021 together with other civil activists (note: a total of 7 persons) in the city of Kaskelen.
  • The activists chained themselves to each other as a sign of protest, and law enforcement officers used physical violence and strangulation techniques during their detention.
  • An administrative court hearing was held, which issued an illegal decision in respect of Niyazbek YUSUPOV under Article 488 Part 6 of the Code of Administrative Offences – the penalty in the form of arrest for a period of 15 days for expressing support for the activist BAIMAGAMBETOV M. on 2 April 2021 near the Police Department of Almaty.     ⚡#YNTYMAKOVA Zhanna – was sentenced under Article 488 Part 6 of the Code of Administrative Offences to 15 days of arrest for expressing support for the activist BAIMAGAMBETOV M. on 2 April 2021 near the Police Department of Almaty. (Judge – RAISOV T.)
    ⚡ #KEMELBAYEV Nurslan – was sentenced under the Article 488 Part 7 to 14 days of arrest for calling for a peaceful rally on Facebook scheduled for 1 May 2021 (judge – RAISOV T.)
    ⚡ #KAZIYEV Yerkyn – was sentenced under Article 667 Part 1 of the Code of Administrative Offences of the RK (“disobedience to an order of a police officer”) to 2 days of arrest (judge – BAYRBEKOVA G.A.)
    ⚡ #IMANGALIYEVA Bibigul – was sentenced under Article 488 Part 6 of the Code of Administrative Offences of the RK to 15 days of arrest for expressing support for the activist BAIMAGAMBETOV M. on 2 April 2021 near the Police Department of Almaty. (Judge – D. M. KARYMBAYEV)
    ⚡ #YEREZHEPOVA Kulbarshyn – was sentenced under Article 488 Part 6 of the Code of Administrative Offences of the RK to 11 days of arrest for expressing support for the activist BAIMAGAMBETOV M. on 2 April 2021 near the Police Department of Almaty.
    ⚡ #DZHUMANIYAZOVA Ninagul – after severe beatings during detention, Ninagul was detained at the police station for more than a day. Police officers refused to call an ambulance, instead they offered to use “Spasatel” ointment.
  • On 1 May 2021 an illegal administrative court took place which imposed an unjust penalty against Ninagul DZHUMANIYAZOVA under article 488 Part 11 of the Code of Administrative Offences of the RK – a fine of 50 MCI (145,850 tg or $340).

    ✔ #Birlik #North-Kazakhstan region:
    ⚡ #ONERKHAN Nurbol – On 4 May 2021 a civil activist was illegally imprisoned (for the term of 6 months and 2 days) for allegedly violating conditions of probation – for defending human rights and raising the legal awareness of citizens.
  • The judge is BALGABEKOVA Gulzhanat Jolayushinovna.
    ✔#Aktau:
    ⚡#TURDIYEVA Ulbolsyn – On 4 May 2021 the human rights activist has been on a dry hunger strike for the 5th day protesting against her illegal administrative arrest.
  • It should be reminded that on 30 April 2021 the human rights activist of the female human rights movement “Femina Virtute”, TURDIYEVA Ulbolsyn, was arbitrarily detained.
  • An administrative court took place which issued an illegal decision – 15 days of administrative arrest under Article 488 Part 11 of the Code of Administrative Offences of the Republic of Kazakhstan for participation in a peaceful protest outside the building of the Akimat on 20 April 2021.
  • This arrest was used by the NSC as a preventive measure to isolate the human rights defender prior to the announced peaceful protests on 1 May in cities across Kazakhstan in order to prevent her human rights activities.
