Today, on 15 September 2021, the Kapchagay City Court of Almaty region granted a motion to change the punishment to a milder form (from imprisonment to restrictions of liberty) for a political prisoner Almat ZHUMAGULOV.
Earlier, on 27 April 2021, the court rejected a motion for parole for political prisoner Almat ZHUMAGULOV. It should be reminded that Almat ZHUMAGULOV was convicted under Article 256 of the Criminal Code – “propaganda of terrorism” and Article 174 of the Criminal Code – “incitement of discord”. According to the prosecution, Almat ZHUMAGULOV together with Kenzhebek ABISHEV and Oralbek OMYROV called for “an act of terrorism in order to violate public security”.
The European Parliament in its resolutions on the human rights situation in Kazakhstan, dated 14 March 2019 and 11 February 2021, called upon the Kazakhstani authorities to release political prisoners, including Almat ZHUMAGULOV and Kenzhebek ABISHEV.
Political prisoners Ablovas DZHUMAYEV, Iskander YERIMBETOV, Vasilina SOKOLENKO, Mukhtar DZHAKISHEV and Andrey PESTOV and Aset ABISHEV had previously been released under various conditions.
The authorities of Kazakhstan are ignoring the recommendations and appeals of the international community, are systematically, persistently and aggressively violating human rights, and are failing to comply with their international human rights obligations.
We demand the immediate and unconditional release of all political prisoners, including Almat ZHUMAGULOV, ensure full rehabilitation and lift any restrictions thereafter.
